Industry Billing Standards are to bill on call records. Long distance calls are billed on a per call basis. You would not pay your long distance bill if you did not receive an accounting of all calls. 

The FCC has ruled that the carriers are responsible for Dial Around call accounting. This means that the carriers are responsible for telling us how much they owe us. 

PSP’s are not prevented from using their call records for identification of carriers and verification of call counts.
